Because your iPhone 11 Pro Max supports NFC tag reading automatically, you wouldn't see the toggle option. Swipe down from the top-right corner of the screen (on iPhone X) or swipe up from the bottom of the screen (on older iPhones) to access the Control Center and tap the NFC Tag Reader option. After that, try scanning a NFC tag to see if that works.
